Buy-Through
Iowa Utilities Board Case No. TF-99-94
Interruptible rates are old hat, but the concept of buying through an
interruption is newer. Allowing an interruptible customer to purchase
power that is available, but at a higher cost, preserses the benefits of
interruptible power, but may permit the customer to make an economic decision to
avoid shutting down their facility when third party power is available at a
non-prohibitive cost.
The filing was made by MidAmerican
Energy Company to establish a new tariff to allow one interruptible customer in
the utility's East zone to "buy-through" a utility-called
interruption.
Represented by Finnegan, Conrad
& Peterson, the Iowa Industrial Intervenors submitted initial comments,
then actively participated to oppose this tariff.
- The proposed tariff was
"customized" after provisions of MidAmerica Power Pool (MAPP)
Schedule L power. This limits its availability to customers who can
shut down their interrupted operations on not more than 10 minutes notice
and also permit the utility dispatcher to control their plant.
- The proposed tariff also is
limited to customers in the utility's East zone, thereby excluding
interruptible customers in the utility's South and North zone.
- Iowa Industrial Intervenors are
concerned that establishing these restrictions as a tariff will limit
development of such tariffs for other customers by tending to
"freeze" the form of buy-through tariffs.
- III suggested that either a
special contract be used to permit this arrangement to go forward for this
one customer while others remained free to make similar arrangements with
the utility or that a more generic form of buy-through tariff be considered.
